Who Lowe Living are
Established in 2015 by Tim and Emma Lowe, Lowe Living develop and build apartments, penthouses, townhomes and commercial spaces across Melbourne’s most sought-after suburbs, with a development pipeline that now sits above $1 billion.
The buyer is specific and so is the standard. Lowe Living build for owner-occupiers and rightsizers, people who will live in the building rather than lease it out and move on. That buyer notices the tile set-out. They notice the door reveal. They notice a bathroom that leaks in year two.

Nothing is thrown over a fence to a head contractor and nothing is disowned once the occupancy permit lands. Why quality has become the pressure point for Victorian developers
The regulatory ground has shifted underneath residential delivery in Victoria, and it has shifted towards evidence.
The Victorian Building Authority has been folded into the new Building and Plumbing Commission, a single regulator covering registration, dispute resolution and insurance. With it comes a materially different enforcement posture. As Maddocks notes in its analysis of the 2026 reforms, the BPC can now issue rectification orders for defective or non-compliant work up to ten years after completion, and those orders can be directed at the developer, not only at the party who carried out the work. A first resort home warranty scheme is live, and a developer bond set at two per cent of total build cost is coming for apartment buildings of four storeys and above.
Read that back as a delivery problem rather than a legal one. A decade of exposure means a decade in which someone can ask you to prove what was installed, when it was inspected, who signed it off and what evidence was captured at the time. If that proof lives in a superseded spreadsheet, a WhatsApp thread and a folder of photos on a site engineer’s old phone, it does not really exist.
It is not a hypothetical risk either. Research by Deakin and Griffith universities into defects in multi-owned residential buildings found defects were widespread across apartment stock, with water penetration and building fabric issues the most common problems. Most of those are catchable during the build. Almost none of them are cheap to fix afterwards. The cost of a defect found at handover is a multiple of the cost of catching it while the trade is still on site.
